The two house system of the American Congress was established at the Constitutional Convention of 1787. It consists of the Senate congress house of representative and the House of Representatives. The Senate has two representatives from each state. The number of representatives sent by each state to the House are determined by the state's population. Congress passess laws, determines federal taxes, admits states to the union, congress house of representative and performs other activities. It develops new ideas in committees.
